That is why you may see people walking by that are apparently very wealthy based upon the clothing and name brand designer items that they are carrying, yet they may only have a part-time job. This is because they know how the system works, and they know where to shop to get the best deals.

I think outlet malls are the most convenient as long as you have one in your area. They usually have the largest selection due to so many stores being in those developments. In my opinion, the quality is also a step above some of the national discount chains like TJMAXX and Marshalls.

I would also like to point out that within apparel you should really look at having one of the following be the best: design, brand, or price. You can have the best price (cheap), you can sell because you have the best/trendiest brand (american apparel), or you can just have an awesome design that people are drawn to cause it is unique and cool… but something has to make you desirous.
